Should I use CGPA x 9.5 or (CGPA - 0.75) x 10?

Use whichever your own institution publishes. CGPA x 9.5 is a CBSE school rule, derived from board data for the A1 band, and it yields an indicative percentage. (CGPA - 0.75) x 10 is what MAKAUT and VTU’s 2018 and earlier schemes specify, though VTU’s 2021 and 2022 schemes use CGPA x 10, while Anna University’s regulations also use CGPA x 10 with no deduction. On a CGPA of 8.50 those three give 80.75, 77.5 and 85.0 percent. Check your examination regulation or grade card legend before quoting any figure.

Can one bad semester ruin my CGPA?

No, but it takes a few semesters to dilute, because credits carry forward permanently. A 6.0 SGPA in a 27-credit first semester needs roughly three later semesters near 9.0 to pull the running CGPA back above 8.0. Failed papers hurt most: an F scores 0 grade points while its credits stay in the denominator, so one 4-credit F can drop a semester from 8.0 to 6.55. Clearing backlogs early is the fastest fix.
